Solution of “ethnic problem” in Russia still remains one of paramount priorities of social and political development: creation of Council on interethnic relations under the President of RF is an evidence of this fact. During the first meeting of the Council in Saransk (Republic of Mordovia) on August 24, 2012 the President of RF V. Putin noted that “values of interethnic consent are not a gift of our ancestors for the whole time. Such traditions must be permanently maintained. Besides, life goes on and new challenges, new risks and new threats appear. And this requires the keenest attention and quite laborious everyday work from the state and the society”1.

 
About the Message of the President V. Putin to the Federal Assembly

During past ten days we hear already a third program statement of supreme officials of the state. Several days ago the prime-minister D. Medvedev gave an interview to leading Russian TV channels, and the President V. Putin spoke in front of his trustees. Now the President addressed the Federal Assembly with his annual Message where he outlined the situation that took shape in the country during recent year and contemplated prospects for the future.

The ceremony that took place in St. George’s hall of the Big Kremlin palace was attended by members of the Federation Council, deputies of the State Duma, members of the Government, heads of the Constitutional, Supreme and Supreme Arbitral courts, governors’ corps, chairmen of legislative assemblies of the regions, chiefs of confessions, public figures and heads of biggest mass media.

Attacks


 

According to MBHR monitoring data, during the period from January till October 2012 120 attacks motivated by aggressive xenophobia were recorded, and 33 people perished and 162 people were wounded as a result of them. The attacks took place in Daghestan (14 dead, 7 wounded), Moscow and Moscow region (5 dead, 46 wounded), Sverdlovsk region (4 dead, 7 wounded), St. Petersburg and Leningrad region (3 dead, 27 wounded), Samara region (2 dead, 4 wounded), Rostov region (1 dead, 12 wounded), Tatarstan (1 dead, 1 wounded), Stavropol region (1 dead, 1 wounded), Primorye region (1 dead), Bashkortostan (17 wounded), Saratov (11 wounded), Krasnodar region (10 wounded), Volgograd region (4 wounded), Voronezh region (3 wounded), Yaroslavl region (3 wounded), Republic of North Ossetia-Alania (2 wounded), Kirov region (2 wounded), Republic of Komi (2 wounded), Nizhniy Novgorod region (2 wounded), Karelia (1 wounded), Tula region (1 wounded), Orenburg region (1 wounded), Orel region (1 wounded), Kostroma region (1 wounded).

Introduction


Election to the Supreme Rada of Ukraine of seventh convocation took place on October 28, 2012. Unlike during previous elections of 2006 and 2007 when the parliament was formed exclusively according to proportional system, this year like in 2002 a half of deputy corps was elected according to party lists in multi-seat national-wide electoral district and another half – in 225 territorial single-seat districts according to majority system.

It should be reminded that in 2010, in connection with abolition of constitutional reform which was approved as one of elements of “package” solution of political crisis during Orange revolution of 2004, political system of the country was changed again two years ago towards strengthening of presidential power. This means that election to parliament is not of such a great importance for the country this year like it was in 2006 and 2007 when people’s deputies created the ruling coalition that formed the government. This time deputies won’t be able to affect the executive branch of authority regardless of configuration of political forces in the Supreme Rada of seventh convocation.

On November 16, 2011 Moscow bureau for human rights, ANO “Center for support of human rights protection” together with Regional public organization “Regincenter-Law” arranged and held the Festival of ethnic cultures “Harmony of diversity” in Moscow cinema “Molodezhny”.

The festival was devoted to the International Day for Tolerance which is marked annually on November 16. The holiday was participated by children’s and youth creative teams of Moscow, students, senior pupils and teachers, representatives of sports, cultural and leisure clubs, ethnic-cultural centers and expatriates’ communities.
